As it became known, Ukraine adopted a law on the introduction of a digital driver's license. The Cabinet of Ministers supported such an initiative from the Ministry of Digital Industry and the Ministry of Internal Affairs of Ukraine. In parallel with such a driver's license, virtual license plates will be introduced. Such a resolution was adopted on October 23, 2019, but more details became known only now. Following these innovations, the Cabinet of Ministers supported the law on simplifying the issuance and assignment of license plates. This statement was made by Arseniy Avakov (Minister of Internal Affairs).
Today, the driver's license is the confirmation for the driver, and the registration certificate (technical passport) for the vehicle. If the driver does not have these documents, then an administrative penalty is applied to him. According to available statistics, over the past 9 months in Ukraine, due to the lack of relevant documents, about 160,000 drivers were fined. To get rid of such a situation, the Ministry of Internal Affairs will develop a special, mobile application in which every citizen can generate his electronic driver's license and technical passport for a car. According to Arsen Avakov, such electronic rights and registration certificates will have the same legal force as plastic counterparts. Digital documents will be able to identify the owner and at the same time indicate the authenticity. It turns out that the police will now check not the presence of rights or documents, but the legality of driving. As already mentioned, following the digital driver's license, it is planned to introduce virtual license plates.
This law is aimed at making it as easy as possible to obtain license plates, issue and assign them. Thus, the owners of license plates will be relieved of the need to store numbers in the Ministry of Internal Affairs, additional costs for transferring between the Ministry of Internal Affairs and other issues. In fact, a person, choosing a license plate, was limited only to those that were in a specific service center, respectively, the state was losing money on this. Only corrupt officials (who could help to choose beautiful license plates), as well as large companies for the production of license plates, benefited from this.
After the introduction of this law, at the time of registration of the car, the owner will be able to choose the number he likes from the list of available ones, as well as order their production at any available enterprise. This will allow not only to simplify the procedure for obtaining license plates, but also to increase the number of small enterprises producing license plates for cars, respectively, the speed of registration of cars will increase, without long-term downtime on temporary license plates.
